In partnership with Landmark Resource Management Ltd., Nicomen Indian Band has produced a survey to gather community knowledge and comments as it relates to the Trans Mountain Expansion Project (“TMX”) in Nicomen Indians Band’s traditional lands and greater Nlaka’pamux territory.
In the past, Landmark researchers have come to the community to interview members in person. However, due to current COVID-19 public health restrictions Landmark has put together a virtual interview package that will allow any interested community members to express their TMX project related concerns, comments, observations, and recommendations. All information collected through this survey, along with your personal information provided is kept strictly confidential and will not be shared with third parties.
The Natural Resources Management Division (NRM) periodically enters into bilateral contribution funding agreements to support its mandate and goals. As of March 30, 2021 these contribution funding agreements are with Natural Resources Canada and the Department of Fisheries and Oceans. Federal funding agreements with First Nation’s economic development offices are approved in accordance with the given program criteria. At a minimum, project reporting frameworks include scheduled milestone updates and yearly financial accounting.
NRM is conducting a Traditional Land Use study, which is a report that includes both qualitative and quantitative research on the Nicomen People’s current, historic, and future occupation of Territory affected by the Trans Mountain Expansion Project. The collected ecological, cultural, and Traditional knowledge will be used to inform the final phases of construction and long-term operations of the pipeline, and provide a body of knowledge for managing future referrals on activities affecting the Nicomen Territory and People. NRM manages correspondence and engagement that third parties must legally provide to First Nations due to potential impacts on the given Nation’s Territory or People. Project referrals frequently come to the NRM from Trans Mountain Corporation, and also governments and other industrial operators. The Referrals Support program both helps fund the NRM in tracking and assessing these referrals, and in responding to referrals – including proposals or letters of concern as required. The NRM is participating in the terrestrial and freshwater accommodation measures that form part of the Government of Canada’s response to concerns raised by Indigenous groups during consultation on the Trans Mountain Pipeline Expansion Project. The funding, which is not linked to or administered by the expansion project, will allow the NRM to enhance its operational and stewardship capacity through targeted investment in new server infrastructure, training, and environmental monitoring equipment. Subject to funding and community consultation, the capacity improvements may lead to habitat improvement work on Nicomen Territory. Funding Agent: Department of Fisheries and Oceans
